Ximena Peredo Rodriguez is a Mexican political scientist graduated from Tecnológico de Monterrey. In 2019 she earned her PhD in Sociology and Political Science at the University of Coimbra, Portugal; she has attended courses on gender studies offered by El Colegio de México and anthropology courses provided by CIESAS, Center for Research and Advanced Studies in Social Anthropology.
From a very young age Ximena stood out in critical thinking as she became the youngest opinion columnist of El Norte, a Monterrey’s leading daily newspaper of Grupo Reforma, where she wrote sharp-witted opinions during 23 years.
As the founder of Vertebrales, a nonfiction writing school aimed to connect intelligences employing the argumentative technique, she created a space for publishing solid and strong opinions.
She was the director of magazines such as Mientras tanto, of Tec de Monterrey; and Violeta, of Instituto Estatal de las Mujeres, the State Institute for Women.
Also, she has forayed into literature and won a scholarship granted by Centro de Escritores de Nuevo León.
She is the author of two books, the tale El buen entendimiento (UANL, 2009), and Plantar una sombrilla de colores en la arena (Estoy aquí) (UANL, 2020).
Since 2006 she has participated as citizen activist, using her prominent voice to endorse human rights causes, especially to defend natural areas; one example that stands out is the protection of the forest La Pastora against the building of the BBVA stadium.
As the head of the first Secretariat of Citizen Participation for the state government of Nuevo Leon, Ximena promoted political innovation programs that professionalized public services offered by the Government to citizens, generating capacities in public service to integrate the collective intelligence for public decision-making and public policy-making with the objective of developing an authentic influence of people on their governments.
Also, she has encouraged inter-institutional collaboration to introduce a wide range of policies aimed to implement the open government model in Nuevo León.
Recently, Ximena Peredo was awarded as Democratic Innovator of the 21st Century at the Athens Democracy Forum, granted by the Apolitical Foundation and the Democracy and Culture Foundation of The New York Times.
Currently, she is designing a political project to effectively integrate citizen participation on solving complex public problems in Nuevo León.

As a long-time citizen activist, she has been a prominent voice in defending human rights and environmental causes, notably protecting the La Pastora forest. In her role as the first Secretary of Citizen Participation in Nuevo León, she pioneered programs to professionalize public services, promote open government, and enhance public decision-making. Recognized as a Democratic Innovator of the 21st Century at the Athens Democracy Forum, she is currently developing a political project focused on integrating citizen participation in solving complex public issues in Nuevo León.
